关于在我国发展医院卫生技术评估的思考

医院卫生技术评估(hospital-based health technology assessment,HB-HTA)是指根据医院实际情况为医院管理决策而进行的卫生技术评估活动,它包括在医院进行的和为医院进行的 HTA 的过程和方法。在国家全面推进公立医院改革的大背景下,HB-HTA 无疑是一种提升公立医院精细化管理水平、落实医改政策的重要科学方法与手段。本文介绍了 HB-HTA 的概念、国外和国内的发展现状、HB-HTA 特点,并从宏观层面提出了我国 HB-HTA 发展思路,以期促进 HB-HTA 在我国的推广应用。

Hospital-based health technology assessment (HB-HTA) refers to the health technology assessment exercises for hospital management decision-making based on the actual situation of hospitals. It includes processes and methods of health technology assessment carried out in and for hospitals. Under the background of comprehensively promoting the reform of public hospitals in China, HB-HTA is undoubtedly an important scientific method to enhance the fine management of public hospitals and implement the policy of medical reform. This paper introduces the concept, the international and domestic development status, the characteristics of HB-HTA, and puts forward the development thought of HB-HTA macroscopically, in order to promote the popularization and application of HB-HTA in China.
